SITUATION OF PERSONS WITH DISABILITIES

According to the ‘World Report on Disability,’ more than one billion people, or about 15 percent of the world's population, live with some form of disability. This figure is projected to increase due to aging populations, the growing incidence of chronic health conditions associated with disability and other factors such as road traffic accidents, emergencies and disasters.

Multiple barriers continue to prevent persons with disabilities from the equal and effective enjoyment of all human rights and fundamental freedoms.

TOWARDS A SOCIETY FOR ALL

The Convention on the Rights of Persons with Disabilities' holds the potential to generate major breakthroughs for people with disabilities around the world, and the recently approved Sustainable Development Goals represent a unique opportunity for disability-inclusive development.

The United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is a unique collaborative effort that brings together UN entities, governments, organizations of persons with disabilities and the broader civil society works to translate these possibilities into reality.

ADVANCING DISABILITY RIGHTS THROUGH STRUCTURAL INTERVENTIONS

SELECTION PROCESS FOR COUNTRY PROJECTS

This broad layout depicts how the Country Projects are selected through an extensive process. At first “Donors Contributions” go to “Pooled Fund”. Then this “Pooled Fund” grows to “Country Funding Round”. All these funds come down to “UN Country Teams” and their partners “Governments”, “Civil Society Organizations (CSOs)”, “Organizations of Persons with Disabilities (DPOs)” and “Other Partners”. This partnership at country level then submits proposals which are evaluated by an “External Review” under the coordination of the Technical Secretariat”. After thorough assessment of the proposals, decision is made by governing bodies “Management Committee” and “Policy Board” consisting of “UN Organizations”, “DPOs”, “CSOs” and “Donors”.

The UNPRPD supports 38 country-level joint UN programmes on disability rights across all regions, as well as two regional initiatives providing assistance to umbrella organizations of persons with disabilities in Africa and the Pacific.

In addition, two global programs have been supported by the Partnership, aimed respectively at promoting the participation of persons with disabilities in post-2015 negotiations and developing a ‘One UN’ approach to disability statistics.
