Human Rights Indicators - Indicators to promote and monitor the implementation of human rights
Overview
Qualitative and quantitative indicators are useful tools for promoting and monitoring the implementation of human rights. International human rights treaties and jurisprudence of the human rights treaty bodies call for the development of statistical indicators in compliance with international human rights norms and principles.
Human rights indicators are tools for States to assess their own progress in implementing human rights, formulate human rights-based public policies and programmes, and make precise information available to civil society and to national and international human rights monitoring mechanisms.
At the request of the inter-committee meeting of the treaty bodies, OHCHR, in consultation with a panel of experts, has developed a conceptual and methodological framework for identifying and using indicators to promote and monitor the implementation of human rights.
OHCHR has been conducting validation and training workshops and consultations in different regions and countries and at the request of national stakeholders, such as national human rights institutions.
