Special Rapporteur on adequate housing (2000 - )
Mr. Miloon Kothari (India) was appointed Special Rapporteur in September 2000, for a period of three years, following the Commission on Human Rights resolution 2000/9. An architect by training, Mr. Kothari has extensive experience in the area of housing rights. He is the convener of the Housing and Land Rights Committee of Habitat International Coalition and is an advisor to the Youth for Unity of Voluntary Action, India's leading organization on housing rights. He has also worked actively to promote the realization of the whole range of economic, social and cultural rights.
His mandate as Special Rapporteur includes:
(a) Reporting on the status of the realization of rights relevant to his mandate;
(b) Promoting cooperation among and assistance to Governments in their efforts to secure these rights;
(c) Applying a gender perspective;
(d) Developing a regular dialogue and discussing possible areas of cooperation with Governments, relevant United Nations bodies, specialized agencies, international organizations in the field of housing rights, inter alia the United Nations Centre for Human Settlements (UNCHS-Habitat), non-governmental organizations and international financial institutions;
(e) Identifying possible types and sources of financing for relevant advisory services and technical cooperation;
(f) Facilitating the inclusion of issues relating to the mandate in relevant United Nations missions, field presences and national offices; and
(g) Reporting annually the Commission on Human Rights.
