The late UN High Commissioner for Human Rights, Mr. Sergio Vieira de Mello of Brazil . Sergio dedicated his life to the promotion and protection of human rights for those whose most fundamental security was most threatened and violated. In over thirty-three years with the United Nations, whether with UNHCR or OCHA, or as a Special Representative of the Secretary-General, or as High Commissioner for Human Rights, Sergio worked tirelessly to improve the welfare of people the world over. From East Pakistan as Bangladesh was born, to Cyprus, Mozambique, and Lebanon; from Indochina to the Great Lakes of Africa to Kosovo, Sergio's impact - for the better - on the lives of the people with whom and for whom he worked was marked. And it was helping ensure that the United Nations could make that positive impact, on the ground - where it mattered - that was so important to Sergio. Actions, for him, were always more important than words. Permeating this desire was a profound belief in the fundamental dignity of human beings and a deep outrage whenever that dignity was violated. He had an ability - almost visceral - to empathise. Whether explicitly expressed or not, it was his belief in our universal human rights that underpinned this sense of empathy. He understood that if people were not able to, or were denied, the right to participate in the shaping of their own futures, then they were being denied their dignity and, with it, their own security and the security of others. Nowhere was this more marked than in his work in East Timor when over 30 months he helped empower the people of that territory to achieve for themselves their own vision of independence. On 19 August 2003 , Sergio Vieira de Mello, High Commissioner for Human Rights (September 2002 - August 2003) was murdered in a terrorist attack on the United Nations headquarters in Iraq , along with 21 friends and colleagues.

Au cours de plus de 33 années passées aux Nations Unies, que ce soit au Haut Commissariat aux réfugiés ou au Bureau de la coordination des affaires humanitaires (OCHA), en qualité de Représentant spécial du Secrétaire général ou de Haut Commissaire aux droits de l'homme, Sergio s'est dépensé sans compter pour améliorer le bien-être de tous à travers le monde. Du Pakistan oriental, lors de la création du Bangladesh, à Chypre, du Mozambique au Liban, de l'Indochine à la région de Grands Lacs en Afrique, en passant par le Kosovo, Sergio a laissé un impact positif sur la vie des gens pour lesquels et avec lesquels il travaillait. L'action, pour lui, était toujours plus importante que les mots. Au cour de cette action, il croyait profondément à la dignité inhérente à tous les êtres humains, et était profondément choqué chaque fois que cette dignité était violée. Qu'il l'exprime clairement ou non, c'était son attachement à nos droits humains universels qui était le moteur de son action. Il savait que, si les peuples n'avaient pas la possibilité de participer à la construction de leur propre avenir, ou si cette possibilité leur était niée, c'est leur propre dignité qui était visée, donc leur propre sécurité et la sécurité des autres. C'est au Timor Est qu'il a le mieux traduit cette vision, en aidant, pendant plus de trente mois, le peuple de ce territoire à forger sa destinée et à réaliser sa propre vision de l'indépendance. Le 19 août 2003, Sergio Vieira de Mello, Haut Commissaire aux droits de homme (de septembre 2002 à août 2003) disparaissait tragiquement lors d'un attentat terroriste contre le siège des Nations unies en Irak, avec 21 autres collègues.
