With regard to the registration of speakers, representatives of NGOs, NHRIs and other observers should register in person with the list of speakers' desk as of Monday 14 September 2009, at 9.30 am, outside the plenary room.

HRC UPR segment: In the course of the one hour allocated for the adoption of the UPR outcome of each of the States under review, NGOs collectively have up to twenty minutes to make general comments on the outcome. Please note that the list of speakers for all States under review to be considered on a specific day will be opened as of 8.00am of the preceding day.

• 8.00am Tuesday 22 September for Central African Republic, Monaco, Belize, Chad, Congo, Malta.
• 8.00am Wednesday 23 September for New Zealand, Afghanistan, Chile, Viet Nam, Uruguay, Yemen.
• 8.00am Thursday 24 September for Vanuatu, Former Yugoslav Republic of Macedonia, Comoros, Slovakia.

No pre-inscriptions or pre-registrations are possible. A specific list of speakers’ desk will be set up outside the plenary room (left-hand side of the main entrance) for NGOs to inscribe in person.

The relevant registration forms for individual and joint statements may be downloaded below but should be brought in person to the List of Speakers' desk (faxes will not be accepted).

In order to facilitate the participation of NGOs and NHRIs not represented/based in Geneva/Switzerland, pre-inscriptions by electronic mail will be allowed as soon as the List of Speakers opens (Monday 14 September 2009, at 9.30 am). The relevant forms can be downloaded below. It should be emailed to hrcngo@ohchr.org. Inscriptions will be taken on a first come first serve basis, taking into account the logged time.

Only NGOs not represented or based in Switzerland wishing to join an NGO joint statement being delivered during the twelfth session may inform the Secretariat in advance of the debate by filling the below form, duly signed, and send a scanned copy to hrcngo@ohchr.org .

Pre-registrations and email inscriptions, as well as the speaker’s name, should be confirmed in person at the list of speakers’ desk in the 24 hours preceding the relevant meeting.
