Tentative Programme of Work E

Note by the Secretary-General on the States Parties to the covenant and the status of submission of reports

All participants in Committee sessions will require accreditation to the session to have access to the conference venue, except individuals who are already in possession of UN badges. To obtain accreditation, please fill out the accreditation form (available in pdf and Word), sign and send it by fax to 0041-22-917 9029, or by e-mail to rouko@ohchr.org. In order to ensure the accreditation of participants, all requests for accreditation should reach OHCHR by 16 October 2009, at the latest. Accreditation will enable participants to obtain a badge from the UN Security Unit. The conference will take place at Palais Wilson (ground floor conference room), 52 rue de Paquis, 1201 Geneva, Switzerland.

Organizations wishing to submit information for the Committee with respect to the States parties listed below are welcome to do so. Submissions will be treated as public documents unless specifically marked "Confidential". They should be sent electronically to smathews@ohchr.org, as well as in 25 hard copies, by 2 October 2009 to:

Consideration of State Reports

The Committee will consider the following State reports during the session:

IMPORTANT NOTICE: The initial to third report of Chad was scheduled for consideration by the Committee on 4 November (Afternoon) and 5 November (full day). Unfortunately the Committee was notified very late that the delegation of Chad would not be able to attend. The Committee assessed the situation and decided to consider the report in the absence of a delegation as per Rule 62(3) of the Rules of Procedures. This meeting was held on 5 November (morning).

The Committee is deeply concerned that the delegation did not attend the scheduled session, given the importance of this stage of the reporting process. As a result both the Commitee and the State party missed an opportunity to carry out a constructive dialogue, which is fundamental to objectively evaluating the implementation of the state obligations undertaken in the Covenant.
