At its 46th session (May 2011), the committee identified States parties whose reports fall due in 2013 and are eligible for the optional reporting procedure (see below). Subsequently, the Committee requested States parties to indicate, by 1 September 2011, if they would avail themselves of this optional procedure, in order to prepare and submit to them the respective list of issues, in case they opt to report under it.

At its 48th session, (May 2012), the Committee adopted LOIPR for those States that have accepted to report under this procedure for reports due in 2013. All these lists of issues have been transmitted to the respective States parties in June 2012, with a request that the response be submitted by 31 December 2013.
