الإجراءات الخاصة التابعة للجنة حقوق الإنسان تتعلق بموضوعات وببلدان. والخبير المستقل هو لقب من الألقاب المستخدمة في هذه الإجراءات. وقد أسست اللجنة الإجراء الحالي في عام 2004.
