هدف برنامج إصدارات مفوضية الأمم المتحدة السامية لحقوق الإنسان هو تعميق الوعي بحقوق الإنسان والحريات الأساسية ونشر طرق تعزيزها وحمايتها على المستوى العالمي. وهو يهدف أيضا إلى تشجيع المداولات في قضايا حقوق الإنسان الجاري مناقشتها في الأمم المتحدة. وتقدم كتيبات "صحف الوقائع" معلومات موجزة في مجموعة كبيرة من الموضوعات. وهناك إصدارات خاصة تتعمق في قضايا مختارة وتضم مواد التدريب والتعليم للمفوضية السامية لحقوق الإنسان أدلة ونماذج وكتيبات للسكان الأصليين والأقليات وفئات المتخصصين والمعاهد التعليمية.
